Used to place a flag.
| Tool Setting | Effect |

| Scale | Sets the scale ratio used to determine the x size of the raster element in master units. A value of 1.00 results in a raster element that is one master unit in width. |
| Level | Sets the level on which the flag is placed. |
| Class | Sets the flag's class — Primary or Construction. |
| Transparent | If on, the background pixels (black) are transparent. |
| Image | Sets the source image file. The image size cannot exceed 320 pixels square. |
| Browse | Opens the Select Image File for Flag dialog box, which is used to graphically select the image file. |
